Focus on Energy is Wisconsins statewide energy-efficiency and renewable-energy program, funded by a small surcharge on every electric and natural-gas utility bill in the state. It exists to reduce demand on the grid; it does that by paying you a rebate when you install higher-efficiency equipment.
