Definition: what a panel upgrade is
A service panel upgrade replaces your homes main electrical panel (and often the service drop / mast and meter base) with a new, larger-capacity, code-compliant assembly. Common reasons:
- Original 60- or 100-amp service that can't support modern load (HVAC, EV, heat pump).
- A Federal Pacific Stab-Lok or Zinsco panel (known unsafe; insurers increasingly require replacement).
- An aluminum-bus panel beyond its safe service life.
- Damage from a lightning strike or surge event.
- Required by a planned project (geothermal install, whole-house generator, EV charger).
When you need this work permitted
Every time. There is no DIY path on a service panel upgrade in Wisconsin:
- Licensed electrical contractor required. The work touches the utility service drop. The utility (We Energies, Alliant, or your co-op) will not re-energize after work performed by an unlicensed person.
- Electrical permit required from your AHJ. Walworth, Waukesha, and Racine County jurisdictions all require a permit + inspection.
- Utility coordination. The utility de-energizes the service drop while we work, then re-energizes after inspection passes.
Failure modes: the things that go wrong
- Service drop not coordinated with utility. The job stalls on the pole because the utility was never notified. We schedule utility de-energization and re-energization as part of the install.
- Grounding system not brought up to current code. Older homes often have undersized or single-rod grounding. Modern code requires a grounding electrode system that may include two driven rods, a Ufer (concrete-encased electrode), or a metal underground water line bond. All current-code grounding gets installed during the upgrade.
- Bonding bus errors. Subpanels must have the neutral and ground separated; main panels bonded. A common error is leaving the bonding screw in a subpanel after relocation. Inspector catches this.
- Arc-fault / GFCI requirements per current NEC. Upgrading from a panel installed in 1985 to a 2024 panel means many circuits will need new AFCI / GFCI / dual-function breakers. We map the existing branch circuits onto the new panel with the required protection.
Proof: typical project timeline
- Walkthrough & quote (Day 1). We assess existing panel, load profile, planned future additions (EV, heat pump, generator), and recommend service size (commonly 200A, sometimes 320A or 400A for larger homes).
- Permit filed (Day 2–3). Electrical permit submitted to your AHJ; utility notified.
- Install day (Day 7–14 typically). Power is disconnected by the utility in the morning. New panel, new meter base, new mast/drop if needed, new grounding system, all branch circuits transferred. Final inspection scheduled.
- Inspection (next 1–3 business days). AHJ inspector validates installation. Utility re-energizes upon pass.
- Closeout. Signed permit + final inspection report delivered to homeowner.
